Reason for the Review
To uphold our values and strengthen public and stakeholder trust in our regulatory effectiveness, we are working on having our core activities reviewed by third parties. Through these reviews, external experts are helping us identify what we’re doing well and understand where we can improve.
Most recently, we engaged The Regulator’s Practice Inc. (TRP) to assess our governance structure and practices.
How it Worked
Last summer TRP assembled a team of experienced regulatory practitioners to collaborate with us and conduct the review. They assessed our governance against these four key areas:
- role clarity
- people, culture, relationships
- decision-making and meeting effectiveness
- oversight responsibilities
To gather data, the TRP team reviewed our documents, conducted surveys and interviews, and observed meetings of our Council and governing committees.
Bradley Chisholm and Dale Cooney, two of the TRP team members, met with us in late November to present the findings. We are sharing the results with you in this Summary of Key Findings.
What’s next?
The findings included 20 recommendations which we thoughtfully considered and accepted. We then worked with TRP to set priorities and create a plan to implement them, which will be our focus in the coming months. As we work through the plan, this is what you can expect to see from our College:
- More outcome-focused governance and less compliance or “output” focused.
- More Council engagement in the College’s governance with the right balance of relying on staff.
- Continued refinement of competency-based processes for Council and committee member appointments, including the Council Chair and Vice Chair appointments.
- Increased public participation in College decision-making.
- Improved governance oversight processes and practices for the College Registrar and CEO; strategy development and monitoring; enterprise risk framework; and diversity, equity, inclusion and reconciliation efforts.
